In recent times politicians and citizens alike in the country of Freedonia were of the opinion that the public sector needed to be reformed. Right from the inception of the internet revolution the key question that citizens and public officials alike asked was: Why can't government be more like business? Information technologies were seen as the most important vehicle to reinvent government. And the federal government targeted computer systems as the means to realize new efficiencies by introducing, for example, on-line services for clients of public services.
The E-Biz project was created as an initiative to begin the process of multi-level integrated service delivery. Its goal was to significantly improve the experience of businesses dealing with multiple governments and to serve as a model for similar collaborative efforts in future. E-Biz is a proposed new permit and licence identification system that would be integrated into cooperating municipal web sites. It would consist of an online information wizard that would allow individual entrepreneurs or companies to identify the specific permits and licences they required from all levels of government to either start or expand their businesses.
You are a member of the E-Biz Steering Committee and your challenge now is to recommend an approach to implementation that will increase the likelihood of the project's success.
